Dale Owens

Dale Owens is the Chief Executive of Gateshead Council.

Since joining Gateshead in August 2022 as Strategic Director for Integrated Adult and Social Care Services, Dale has led significant change initiatives taking a prevention first approach, recognised in a recent peer review.

Modernisation, making finances work smarter and putting people at the centre of change using co-design principles, sits at the heart of Dale’s work. Using skills developed through consultancy work in the private digital sector and with the Joseph Rowntree Housing Trust, Dale has successfully led change programmes across the public sector, including at both North Yorkshire County and Hartlepool councils.

Dale is committed to making Gateshead a place to be proud of for residents, families, and the wider workforce, where everyone can thrive and live their best life.

In Gateshead, Dale is currently overseeing the delivery of the next phase of regeneration of Gateshead Quays, building on the progress to date around regeneration and investment into the town which sits at the heart of the wider River Tyne Renaissance.

His focus is ensuring services are aligned with people’s needs, protecting the borough’s most vulnerable people, while also delivering ambitious housing and redevelopment programmes so the council can deliver its Thrive agenda.
